I never served there but I hear this is Cape Soya in the winter with the Ryohuhyou that have moved in from Siberia. On a clear day in the summer you can see Russia across the sea. This shot is quite famous and seen on many posters, maps, websites, and postcards as an image of Hokkaido's best.
