President and Sister Garner both grew up in the Northern Utah town of Ogden and both graduated from Weber High School. President Garner continued his education at Utah State University in Cache Valley, Utah, while Sister Garner spent a short time working for the U.S. Government. On 6 June 1957, they were married in the Logan Temple. After their marriage, President Garner managed propane plants in the Ogden, Salt Lake City and Logan areas.

As President and Sister Garner's sons started to arrive, the Garners decided that they wanted their children to grow up on a farm. In 1969 the Garners moved to Idaho and began a farming operation, raising sugar beets and wheat. President and Sister Garner have been blessed with four sons and one daughter. Their sons have all served missions and received their Eagle Scout Awards. All of their children have been married in the temple and from them President and Sister Garner have fifteen wonderful grandchildren.

Before President Garner was called to serve in the San Fernando/Olongapo Mission, he served eighteen years in the Declo Idaho Stake Presidency nine years as a counselor, and nine years as president. Prior to that President Garner served in the Bishopric, Elders' Quorum Presidency, Scouting program, and so forth. Sister Garner has given many years of dedicated service, some as Young Women's President, Primary President. She has served in both the ward and stake Relief Society Presidency, as a Homemaking Leader, and in the Public Affairs and Family History programs. She has filled a variety of teaching positions. She is a volunteer Emergency Medical Technician.
