The report of the 30th anniversary of the chapel in Lyon reminds me of events during my mission.
In the fall of 1965, we had a zone conference in Lyon with Elder Howard W. Hunter present. He told us missionaries that we should be seeking to find and teach whole families, with men who could become priesthood leaders in the Church. He said the day would come when all of the priesthood leadership in the mission would be in the hands of the locals, and not the missionaries.
At that time, Lyon had a local for branch president, but I don't think any of the other branches in the Lyon District did. My companion Elder Ralph Gharda was branch president in Clermont-Fd. I believe Elder John Phillips was BP in St. Etienne. The district president was one of the missionary zone leaders. In the entire French portion of the mission, there were only 4 or 5 locals serving as branch presidents, and probably none as district presidents. (Local leadership was in place and strong in the Swiss district and most of its branches.)
In January, 1968, just prior to the end of my mission, we had a training conference in Geneva for local priesthood leaders. By then, most of the big-city branches and all the districts (I think) were presided over by local brethren. The only chapels were in Marseille and Nice, but land had been purchased for a chapel on the hill west of Lyon.
How things have changed.
