I understand your concern. I was called on frequently as a missionary to give blessings to people from out of town at hospitals. The first thing I need to ask is have you cleared this with the parents (I assume you have or you wouldn't be asking, but just to be sure).
The Fairfax area is not in the Richmond Mission that I know of. I would assume it is in the Washington DC South Mission. Contact your bishop. He should have a Churchwide Directory which will have the names and phone numbers of every Bishop, Stake President, and Mission President in it. He can contact someone in Fairfax (Bishop, Stake President, Mission President, any would do).
If they have missionaries to send they will, but I would suggest ordinary priesthood holders would be better. Ordinary members are less threatening to people of other faiths and that way the missionaries can concentrate on their missionary work.
